Preheat the oven to 350 ° F. Grease a 9- by 13-inch rectangular baking pan. In a small bowl, whisk together the flour, baking powder, and salt together- set aside. To make the topping: In a medium bowl, with an electric mixer on low speed, combine the peanut butter, sugar, flour, cinnamon and cream together, mixing until well blended. Place in a small plastic bag and twist the top to close. Snip 1/2 inch off a bottom corner of the bag and squeeze about 6 lines of peanut butter batter (use all of it) across the fudge batter, parallel to the short side of the pan. Rotate the pan a half turn and, starting close to one side of the pan, pull a chopstick (or the narrow handle of a wooden spoon) through the dough, almost touching the bottom of the pan, perpendicular to the lines of peanut butter. Move the chopstick over about 1-1 / 2 inches and pull the chopstick in the opposite direction to the other side of pan. Repeat this until the whole surface is marbleized. Voila!

Bake in the center of the oven for about 25 minutes, or until firm to a light touch. Let cool completely before cutting into bars. Store in an airtight container. Well-wrapped brownies may be frozen.
